eInvoice Implementation Guide V1.0, elaborated by GS1 Romania..
eInvoice Romanian profile V1.0 (draft version).
With the introduction of EANCOM in 1990, a worldwide common standard for the Electronic Data Interchange (EDI) of business information was established by EAN International, together with its member organisations. Now, in 2006, EANCOM with over 60,000 users worldwide, is today the most important subset of UN/EDIFACT.
In Europe, business is no longer based only at a national level. Retailers are extending their business to new markets and countries and manufacturers are producing all over Europe. For EDI communication, national implementation guidelines are, in many cases, no longer the appropriate way to deal with this situation.
Additionally, the European Union published the COUNCIL DIRECTIVE 2001/115/EC on December 20, 2001 (operative from 1 January 2004) with a view to simplifying, modernising and harmonising the conditions laid down for invoicing in respect of Value Added Tax. The aim of this directive is to provide a common framework for invoicing in Europe, including the electronic transmission of invoices.
With the publication of the new EANCOM release, EANCOM 2002, GS1 has harmonised the existing national guidelines. For invoicing, various national provisions and legal requirements still exist and, for every participating country, a profile with relevant data requirements has been created. All of these profiles are 'clean' subsets of the European guideline, covering all business and legal requirements used in the participating countries. All information used in more than one country is mapped in the same way to EANCOM.
